     RAWAYA- A hospital built by India'a Apollo chain that is now under Sri Lankan government control is to offer beds to military personal to become more socially equitable, a senior official said.The Apollo Hospital in Colombo was renamed Lanka Hospitals after it ended its licensing and support services agreement with Apollo Hospitals Enterprises when it expired on November 16.The hospital replaced the Apollo brand name and logo with new ones in the move which came in the wake of the hospital coming under state control following a court order.

    Lanka Hospitals chairman Gotabhaya Rajapaksa, who is also the head of the island's defence establishment, said some of the hospitals beds would be reserved for the military."In time to come we want to dedicate a certain amount of beds to soldiers," he told a news conference.The government has improved welfare facilities for soldiers in the run up to and following the end of the 30-year ethnic war.Sri Lanka has a shortage of hospitals with both government and private hospitals heavily over-crowded."Though it’s a government hospital running like a private hospital, our main concern is our customers," Rajapaksa said.He said the hospital's patients come from different strata of society all of whom had to be cared for."It’s a different person who is going to be here with a lot of worries and problems. Also, families are going to come with a lot of concerns. So that is why we want to be caring and take care of their problems."He said the management would make the investments needed ensure the hospital had good quality doctors, nurses and technicians."So for that you have to spend. At the same time, to sustain good quality services you have to be profitable. Otherwise your main aim will be lost."

     Rajapaksa, a brother of President Mahinda Rajapaksa, became chairman of Lanka Hospital in August when a new board was appointed representing its controlling shareholder Sri Lanka Insurance Corporation.This was after Sri Lanka Insurance Corporation, which had taken control of the privately built Apollo Hospital, went back under state control on a court order.In June the Supreme Court reversed an earlier sale of the state insurer to the Distilleries group run by tycoon Harry Jayawardena, saying the privatization deal was flawed.Distilleries group had bought control of Sri Lanka Insurance Corporation which in September 2006 wrested control of Colombo's Apollo Hospital which was built by the Indian healthcare firm of the same name.Apollo then sold out its own 30 percent stake, but the hospital group was retained as a technical partner initially and its name continued to be used by the hospital.

Government says Gen. Fonseka alerted him to US move

        RAWAYA - Defence Secretary Gotabhaya Rajapaksa said the government would do everything possible to thwart US moves to use Chief of Defence General Sarath Fonseka as a ‘source’ against the Sri Lankan political and military leaders. The government had acted swiftly and decisively after Gen. Fonseka had brought the planned US action to his notice, the Defence Secretary said.Rajapaksa told media that General Fonseka, who was in the US on a brief visit had alerted him last Friday (October 30) to the US move. A US government official had contacted Gen. Fonseka on Wednesday (October 28) and informed him that there was a requirement to ‘interview’ regarding the Defence Minister in connection with alleged human rights violations during the war against the LTTE.When Fonseka had pointed out that the President held the Defence portfolio, the US official had said that he referred to Gotabhaya Rajapaksa.Responding to our queries, the Defence Secretary said that he had not been aware of the plan until he received a call from Gen. Fonseka, who, on the basis of legal advice obtained by him, asserted that the US request could not be ignored.The Defence Secretary had replied that the US move could not be considered action directed against only him but the entire Sri Lankan leadership.

    Rajapaksa said he had immediately contacted Ambassador Jaliya Wickremesuriya in Washington and raised this issue with him. "The Ambassador, too, claimed that he wasn’t aware of the US move," he said.The embassy was directed to provide necessary assistance to Gen. Fonseka, he said.The Defence Secretary said Ambassador Wickremesuriya had sought a clarification from Robert Blake, who in charge of South and Central Asian Affairs. Blake had denied any knowledge of an investigation conducted by the Department of Immigration and Homeland Security. Blake had said that the US State Department had nothing to do with such an inquiry.On Gotabhaya Rajapaksa’s request, his brother Basil had contacted US Ambassador in Sri Lanka Patricia A. Butenis, who, too, claimed that she was unaware of a US move to ‘interview’ Gen. Fonseka. Basil Rajapaksa had contacted Butenis shortly after Gen. Fonseka reached Gotabhaya in Colombo.President Mahinda Rajapaksa has also directed the Foreign Ministry to take up the issue with the US government.Government sources told The Island that the US Department of Immigration and Homeland Security would target Gotabhaya Rajapaksa as he was a US citizen. Sources said that the US seemed to be trying to ‘fix’ Gotabhaya on the basis of his US citizenship, whereas several key LTTE operatives, including V. Rudrakumar responsible for funding the war in the Sri Lanka, remain free.

     Sources said that the government had to intervene at the highest level recently when the US blocked a previously arranged visit to the US by Navy Commander Vice Admiral Thisara Samarasinghe. Nothing could be as ridiculous as this against the backdrop of continuing US –Sri Lanka military-to-military training programmes, sources said. US military personnel had been to the East for joint training exercise with the SLN in the first post-LTTE era joint exercise.

             RAWAYA -The Communist Party of India’s Tamil Nadu secretary alias CPI leader T Pandian today questioned the Indian government providing Rs500 crore aid for the internally displaced Sri Lankan Tamils when there were allegations of human rights violations by the island's army.Talking to reporters , he said even US senators had charged the Lankan government with violating human rights and wanted to know why the Centre was giving aid.He said the Sri Lankan government had allowed only a delegation of Tamil Nadu MPs to visit the camps housing the displaced Tamils but not journalists and UN observers during and after the war between the Lankan army and LTTE.There were also complaints that even those who had been sent out of the camps were not settled in their native place."It is false propaganda to say that refugees are being sent to their native place," he said.        RAWAYA - “The persons who try to bring in former Sri Lanka Army (SLA) Commander, Sarath Fonseka as a prospective presidential candidate should first publicize his stand on his relations with the Tamils and Muslims of the country,” Mano Gnaeshan, Colombo district parliamentarian and the leader of Democratic Peoples’ Front (DPF) told media in Colombo after a discussion held with Ranil Wickremasinghe, the leader of the opposition and United National Party Friday evening, sources in Colombo said.. “We will not write ‘blank cheques’ in favour of any major political party candidate in the Presidential election,” he said. “We do not have any personal hard feelings either towards President Mahinda Rajapakse or Sarath Fonseka; whatever difference of opinion that exists is purely political,” he further said.“We will make known our stand at the right time should Presidential election takes place; DPF will join the United National Alliance (UNA) and the official event regarding this will take place in the parliamentary complex at the end of October,” Maho Ganeshan informed.“The time has come for the political parties representing Tamils and Muslims in the North, East and South, apart from various alliances, to create political principles anew in keeping with the new political situation in the country,” he said.“A Tamil or Muslim or even a Sinhala Christian cannot become the President of Sri Lanka or its prime minister. Therefore the Tamil speaking people should use their votes with caution,” Mano Ganeshan said.“There are no signs of priority being given to find a political solution in the light of the reasons why armed struggle was instigated; the significance given to eradicate swine fever or the Presidential System is not given to solving the national ethnic issue,” he pointed out.“We had made known our party’s stand categorically regarding Sarath Fonseka being proposed as Presidential candidate; as we expected this has created significant exchange of opinion between Sinhalese political parties in the country,” Mano Ganeshan said.“The major political parties should announce their candidates for the posts of President and Prime Minister after giving the answers related to our basic rights,” he stressed.

Perehara in Jaffna

   RAWAYA - The 51st Division of Sri Lanka Army (SLA) in Jaffna conducted the ‘Katrima Pooja’ perahera of Naakavikaarai located in Jaffna city Thursday night led by Namal Rajapakse, who had come along with 250 youths and 20 Buddhist priests from the South to participate in the perahera. Local residents, however, did not show any significant interest in the perahera conducted by the SLA.More than a thousand SLA soldiers, the families of SLA soldiers who had come from the South took part in the procession that left Naakavikaarai and proceeded through Hospital Road, Raasaavinthoaddam Veethi, Naavalar Veethi, Aanaikkoaddai reached Naakavikarai located at Aariyaku’lam junction along Point Pedro Road.Douglas Devananda, a minister in the Sri Lankan cabinet and the head of EPDP group that worked along with the SLA , Jaffna Government Agent, K. Ganesh, Vice-chancellor of the University of Jaffna, Prof. N. Shanmugalingan and Jaffna Mayor, Ms. Yogeswari Patkunam were invited to the perahera by the SLA.The perahera is being held after nearly three decades, the chief incumbent of Naakavikaarai, Rev. Meekaja Thuray Gnanaratna Thero, told media in Jaffna.Naakavikaarai, which was destroyed decades ago, was rebuilt after 1996 when the SLA occupied Jaffna.The procession was heavily guarded by SLA soldiers.
